Information Assurance Manager:

Individual must be able to work independently with minimal direction supporting Headquarters, Air Force Space Command (AFSPC) Information Assurance (IA) systems. Must be technically capable to lead Information Assurance Officer (IAO) team and support other AFSPC Organizations involved in IA. Individual must have a working knowledge of the Department of Defense (DOD) Information Technology operating environment. Individual must have working knowledge of network security and complete the following certifications: CISSP, GSLC, IAM Level II; within one year of assuming position. 

Individual will fill the position of Information Assurance Manager (IAM) assigned to Headquarters, Air Force Space Command. Individual is responsible for implementing DOD and Air Force Information Assurance policy to protect Air Force Special Access Programs (SAP) and Sensitive Compartmented Information (SCI) security systems. Duties to include:

•     Possess working knowledge of requirements and methods to meet or exceed requirements delineated in Air Force Policy, JAFAN and DCID series of publications as well as other applicable DOD regulations and policies specific to Information Assurance.
•     Provide excellent oral and written communication skills as well as strong organizational and time management abilities.
•     Identify and analyze computer network system security vulnerabilities and identify/implement corrective actions
•     Ability to analyze an organizations business processes and develop material and non-material solution to applicable DODI 8500.2 IA control issues
•     Assist with the update of program System Security Plan (SSP) for AFSPC and subordinate unit IA systems
•     Specific to the AFSPC SAP and SCI IA, Individual is responsible for: Continuity of Operations, Enclave Boundary Defense, Security Design and Configuration, Identification and Authentication, Physical and Environmental, Enclave and Computing Environment, Vulnerability and Incident Management
•     Individual must have working knowledge of DoD IT organizational structure and responsibilities and must have the ability to analyze AFSPC’s internal and external IA processes and identify areas for improvement.
•     Individual must have ability to author official IA correspondence, IA guides for submission to/obtain approval from the Program Security Officer (PSO)
•     Individual must be articulate and have the ability to brief leadership on technical issues in a non-technical format.
•     Individual must have ability to perform independent or collaborative research on solutions for IA requirements. Ability to assess current IA capabilities against future requirements and provide a strategy to close any capability gap
•     Research IA regulatory compliance requirements and tools for IA requirements. Provide recommendations and strategies for material and/or non-material solutions to improve the system and/or organizational IA posture
•     Investigate and report information related to security incidents.

Equivalent Experience/Education: Bachelor’s Degree in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline plus a minimum of six years of experience, of which at least two years must be specializedORMaster’s Degree (in the fields described above) plus four years general experience of which at least one year must be specialized experience is required OR with ten years of general experience of which at least four years must be specialized experience, a degree is not required.

Individual must have an active TOP SECRET security clearance with eligibility to obtain SCI access and willing to take a CI Poly.

As the Program Security Officer, you will be responsible for the following tasks:



Provide all facets of program security management in support of SAP initiatives, to include personnel, physical, information, industrial, and SCI security. Provide SAP security administration and management to program elements. Conduct security oversight inspections. Ensure facility compliance with all policies and directives. Provide guidance and oversight to defense contractors. Develop security plans and procedures for safeguarding classified information.    Present indoctrination, debrief, and refresher training for program briefed personnel regarding obligations to protest classified information. Ensure adequate secure storage and work spaces for customers, conduct annual inventory of accountable classified material. Maintain SAPF/SCIF. Attend program meetings as security representative. Provide security support at program working groups/conferences. Prepare CUAs, MOUs, and MOAs for resident non-MDA SAPs for review and approval, develop and maintain SAP documentation. Prepare and submit SOP, monitor security incidents. Maintain SOP facility and personnel folders. Maintain TSCO log book. Implement all applicable requirements to maintain Facility IDS. Coordinate tests, inspections, repairs of program facilities. Identify and requisition equipment and supply needs. Escort non-cleared personnel. Maintain all required facility paperwork and accreditations. Inspect and comment on build projects to ensure DoD, JAFAN and DCID requirements are being met. Ensure proper handling of classified materials. Account for all TS Material. Inventory and label all existing media within facility. Ensure proper marking of classified materials. Prepare documents for receiving packaging, shipping and secure transmissions. Prepare and brief couriers on responsibilities. Maintenance of DOD required office files, to include destruction program materials, secure fax operations, SAP courier duties. Perform Program Indoctrinations and debriefings. Review submitted PARs and SF86s. Verify program Access Rosters. Transmit accomplished PIAs and PARs. Document receipt/dispatch, assist in SCI pre-briefings, indoctrinations, and debriefs as required. Manage the Security Awareness and Education program, reviews inspection results to correlate training products and priorities. Control visitor ingress/egress, answer phones, escort visitors and interface with senior level government and corporate officials and their staffs. Verify visitor clearances. Coordinate conference room meetings. Brief visitors to security requirements of facility. Perform general clerical duties as required. Complete required training.




Position Requirements:

-Capable of providing team leadership for a wide range of security related tasks. 

-Possesses extensive expertise, theorectical knowledge, and analytical abilities to synergize and apply personnel, industrial, physical, IT/IA, and information security principles as they apply to Special Access Programs (SAPs). 

-Has over 10 years of experience as a PSO with at least 5 cumulative years in acquisition SAPs. The last SAP-related position must be within the last nine months. 

-Strong to excellent writing ability. 

-Education: MS/MA in related field or a combination of lower-level education, formal training and experience beyond the Master baseline.

Provide FSO support

Develop and conduct (supporting) counterintelligence and security activities re: life cycle program protection planning and monitoring, CI analysis and operations support; protection concepts to augment SCI methods, SAP indocs.

Develop and implement program security plans and strategies, conduct contingency management, provide acquisition security support, technical vulnerability assessment support, independent program assessments.

Provide support on marking of classified and unclassified documents, couriering documents in accordance with guidelines; maintain classification guides, provide foreign disclosure guidance, support national disclosure policies, and assist in security assessments.

Provide program oversight for security services, streamline security processes and support, assess technology and employ risk management processes wrt policy implementation;

Coordinate requirements for facility emergency plans, review, revise or write SOPS and guideance on access control, physical OPSEC and facility services; interact with facility guard forces on policy and procedures

Provide SAP support, computer security guidance (CISSR), coordinate with other agencies to ensure security and infrastructure support, provide COMSEC oversight; conduct site surveys with the engineering team and work with ISSO.

Position Requirements:




* Must have demonstrated expertise in the SCI arena, in research, analysis and writing, working knowledge of NISPOM, DOD and DCI regulatory guidance




* Ability to think strategically and tactically, excellent interpersonal and team building skills. 



* Demonstrated expertise in certification and accreditation, information security, information systems security, personnel security, physical security



* Classification reviews for document release, development of security classification guides, development of security policies, assurance of correct implementation of security policies and procedures



* Well thought out, timely incident response support

Job Duties and Responsibilities 
Applies an enterprise-wide set of disciplines for the planning, analysis, design and construction of information systems on an enterprise-wide basis or across a major sector of the enterprise. Develops analytical and computational techniques and methodologies for problem solutions. Performs enterprise wide strategic systems planning, business information planning, business and analysis. Performs process and data modeling in support of the planning and analysis efforts using both manual and automated tools. Applies reverse engineering and re-engineering disciplines to develop migration strategic and planning documents. Provides technical guidance in software engineering techniques and automated support tools.

This position requires strong analytical skills, practical knowledge of formulating complex queries. Should be able to maintain and create ETL processes. Technical hands on experience with: Application Architecture, Software Design and Development, and COTS Software Integration. Experience using name and identity matching software engines. Ideal candidate is also be a quick learner; must be able to adapt to quickly evolving technology and priority changes; and have a desire to work closely with other members of the Data Management, Systems, Operations and Development teams. Ability to formulate complex database queries to support ad-hoc reports, data investigation issues, data cleanup efforts and data migration support.
Able to work independently or within a team environment. Must be able to prioritize and communicate competing priorities. Required to be on-call and respond in a timely manner.
Qualifications Requires Bachelor’s degree or equivalent, and seven to nine years of related experience.
