Job Duties and Responsibilities

This individual shall be responsible for all Contractor personnel/team members and subcontractors assigned to the contract and shall be able to establish and change work schedules based on customer workload requirements. The Program Manager shall be vested with the authority necessary to meet this responsibility and shall have direct access to customer staff management. The Program Manager shall participate in all formal project reviews and shall maintain close liaison with the Contracting Officer (CO), Contracting Officer's Technical Representative (COTR), customer, and CIRT teams. The Program Manager will be responsible for developing and seeking approval for the overall approach for managing projects in accordance with the Program Management Framework and all applicable Program Management regulations, policies, and guidelines.

The PM shall coordinate and deliver monthly status and financial reporting.

The PM shall ensure that all program personnel are keeping customer Staff management informed of all contractor activities and status.

The PM shall be responsible for maintaining appropriate staffing levels and competent personnel to perform assigned activities on this contract. The PM will ensure all contractors meet the requirements in DOD 8570.01-M for experience, education, and certifications for the position on the contract they are working in. Activities in the customer space are challenging, fast-paced and demanding, and require skilled professionals with knowledge of information security, cyber defense, and integration of cyber defense technologies with IT systems in a large enterprise.

The PM shall be the primary point of contact for the customer on all contract and contractor issues and will keep the COTR and customer Staff management informed of all issues.

The PM shall work with customer Staff management in developing program plans, project schedules and work plans, and will hold program contract staff accountable for results.

It shall be the responsibility of the Program Manager to notify the COTR and Contracting Officer if the Contractor is asked to perform activities that interfere with the primary objectives of the program.

The PM shall perform other Cyber Defense Duties as assigned by COTR.
Position Requirements:
- Bachelor's degree in electrical engineering, computer engineering, computer science, or other closely related discipline. Master's degree preferred.
- Program Management training and certification or demonstrated relevant experience.
- Minimum of ten years of progressively responsible experience in Program Management with emphasis in Information Technology, Systems Development, and Security Engineering with InfoSec and/or Cyber Defense background.
- Familiarity with traditional System Development Lifecycle, Program Management, and process methodology related to governance, management, engineering, and operations with experience in supporting project activities at engineering and operations review boards in a large enterprise.
- Experience managing federal government contracts within classified environments
- Experience in configuration management controls and use.
- Good interpersonal, organizational, writing, communications, and briefing skills.
- Strong analytical and problem solving skills.
