Job Duties and Responsibilities 
The Assistant Program Manager (APM) provides oversight to ensure property accountability and readiness of all government property under ManTech’s control. The successful candidate will be responsible for the performance of all employee work on the Integrated Logistics Support &amp; Services (ILSS) contract in support of one or more of the following programs: Left Behind Equipment (LBE), Supply Support Activities (SSA) and Pre-Deployment Training Equipment (PDTE). The APM is primarily responsible for planning, directing and controlling program activities, coordinating program priorities with higher commands and providing guidance and recommendations to the Program Manager. The APM is the alternate point through which communications, work assignments, and technical direction flows between the Government, Logistics Support Team, Army Field Support Battalion Commander and ManTech.




• Ensure on time delivery of projects, within scope with zero or positive deviation.



• Lead and manage Site Operations in the effective adoption, implementation and compliance with policies, processes, procedures, tools and business best practices.



• Responsible for driving costs down to be competitive in the market place - control costs and maximize productivity through the implementation of effective methods and standard processes.



• Participate in estimate and risk review process prior to jobs or contracts being quoted to ensure labor estimates are correct and that the work is achievable from a technical perspective; ensure subcontracts are complete and documented.



• Manage the performance management process, conducting performance appraisals; provide coaching, training, career planning, development and salary administration for Operations Personnel with support from Human Resource (HR) personnel.



• Ensure projects are resourced properly; develop effective partnerships with subcontractors to ensure an adequate pool of resources is available.



• Manage selection and oversight of subcontractors for different jobs in conjunction with supply team.



• Ensure applicable local and industry codes and standards are upheld.



• Ensure that ManTech Standing Operating Procedures (SOP), Program Directives (PD) and guidelines are in place and adhered to by site personnel.



• Report “lessons learned” to the Contracting Officer’s Technical Representative (COTR) on a quarterly basis.



• Ensure safe and healthy work environment through effective communication, training, equipment/vehicle maintenance and facilities improvement; manage safety program for assigned field operation.



• Build effective team(s) committed to organizational goals, foster collaboration among team members and among teams.



• Ensure availability of tools, equipment, and materials required while maintaining and controlling or eliminating inventory levels.



• Act as the Site Program Manager in the absence of the Program Manager.

Qualifications Requires Bachelor’s degree or equivalent, and seven to nine years of related experience.
Additional Qualifications The Assistant Program Manager (APM) must be a U.S. citizen, possess a SECRET security clearance and have specific senior management experience in either Logistics or Supply Management areas – this person should be similar in skill to a very experienced Major / Lieutenant Colonel. He/she should preferably have completed the Army Combined Logistics Captains Career Course (CLC3), Combined Logistics Officer Advanced Course (CLOAC), or Officer Advanced Course for the following Army Functional Branches: Ordnance (91), Quartermaster (92) or Transportation (88) or an equivalent course.

* Successful candidate will have completed a government security investigation and must meet eligibility requirements for access to classified information.

* Candidate must possess a driver’s license valid to operate vehicles in the state at which he/she is employed.

* Candidate must be able to perform temporary duty at other locations for specified periods of time.

Job Duties and Responsibilities 
The Readiness / Fleet Manager (RFM), as part of ManTech’s Integrated Logistics Support &amp; Services (ILSS) contract, manage readiness operations in support of the Left Behind Equipment (LBE) program and Pre-Deployment Training Equipment (PDTE) program. The RFM is responsible for planning, organizing and executing field maintenance of all maintenance significant items including Preventive Maintenance Checks and Services (PMCS) and implementing vehicle Low Usage Program (LUP) and ensure that Class IX repair parts for inducted unit’s vehicles are picked up from the Supply Support Activity and provided to the Source of Repair (SOR). This position will manage scheduling of periodic maintenance and services, dispatch of passenger, cargo and combat vehicles, requisition and exchange of repair parts (if applicable) and use and dispose of petroleum, oil, and lubricant (POL) products. RFM will Supervise Readiness Management Supervisors (RMS), prepare readiness reports and write and update internal SOPs for maintenance areas. Additionally, the RTC coordinates for emergency recovery and repair of all equipment, manage the Army Maintenance Management System (TAMMS), unit calibration requirements (as required) and unit level oil analysis program (if required).
• Oversee all readiness section activities and management operations.
o Supervise RMSs in charge of the Data Entry Clerks for Standard Army Maintenance System- Enhanced (SAMS-E).
o Supervise RMSs in charge of Drivers and Heavy Equipment Operators.
• Account for and catalog all equipment eligible for maintenance tracking in SAMS-E system.
• Track equipment readiness reporting and service schedules.
• Provide representation at readiness meetings hosted by client, SOR, and applicable contractors and local agencies/organizations.
• Implement a LUP for the LBE.
• Manage site PMCS and vehicle inspection program, in support of LUP and receipt of equipment from SOR.
• Manages the receipt of Class IX for inducted vehicles and coordinates the transfer of the repair parts to the SOR.
• Manage the receipt, issue, and turn-in of unserviceable repairables.
• Supervise vehicle dispatching process through subordinate managers.
• Manage maintenance readiness reporting (Army Material Status System – AMSS).
• Analyze maintenance trends and develop/coordinate measures with maintenance support activities to meet LBE program goals.
• Manages Readiness Section in all assigned tasks and ensures all necessary counseling and evaluations for section personnel are completed IAW Corporate, Program and Site policies.
• Establish and enforce shop fire and safety programs, ensure that environmental protection procedures (to include spill response plans) are established and followed in all maintenance activities and direct emergency recovery and repair of all Unit equipment.
• Establish internal procedures to receive, issue and store tools, parts, publications and POL products.
• Establish, direct and supervise procedures for turn-in, receipt and exchange of repair parts and accessories.
• Direct the establishment and operation of Unit shop stock lists for field repair and maintenance related operations (if required).
• Prepare and conduct briefings to site Program Manager (PM), government clients and customer units.
• Additional duties as assigned by the PM.
• Additionally, will need to provide assistance as needed or directed, with all processes dealing with inventory procedures to include: equipment inventory layout, component list inventories, sub hand receipts and shortage annex procedures and relocation of equipment and materials.

Qualifications Requires Bachelor’s degree or equivalent, and five to seven years of related experience.
Additional Qualifications The successful candidate must be a U.S. citizen, possess a SECRET security clearance and have skills similar to an Army Warrant Officer CW3 through CW5 915A/E, Unit Maintenance Technician/Support Maintenance Technician with over 10 years experience in fleet management / maintenance. Candidate must be highly qualified with general supervisory experience and must have prior experience similar to a Battalion Motor Officer. Candidate requires expert level experience and proficiency with SAMS – E and tasks associated with running Unit Maintenance Operations and must possess knowledge of standardized maintenance regulations (specifically DA Pam 750-8, Functional Users Manual For The Army Maintenance Management System (TAMMS), policies, procedures or other written or verbal instructions relating to receipt and/or issue of equipment/rolling stock. Candidate must be able to read/understand written or verbal instructions relating to receipt and/or issue of equipment and should possess the ability to perform a range of standard and non-standard clerical assignments and resolve recurring problems.

Primary Duties/Responsibilities:
Produce production code as assigned for RPWS, at both the presentation and business logic levels, using the java programming language.
Create associated design documentation.
Develop complex unit test cases tailored to detailed customer requirements for quality assurance of production software code.
Perform peer reviews of above for other developers. 
Knowledge, Skills and Experience Required:
The successful candidate will have strong knowledge of the Linux operating system and the Java programming languages.
Experience preparing technical design specifications and supporting documents using Unified Modeling Language (UML) with a disciplined software development process is highly desired.
Experience implementing ArcGIS Engine GIS components and dynamic mapping, relational database management system (RDMS) using geospatial, server and/or embedded database tools, and general knowledge of networking, distributed computing, data compression and encryption is desired, but not required.
Experience in U.S. Army tactical software and communications systems and constructive simulations such as OneSAF is also helpful.
Other requirements:
Computer Scientist - Candidate must have a valid driver’s license with an insurable driving record.
Clearance: Candidate selected will be subject to an immediate Government security investigation, and must be granted an Interim Security clearance within 30 days of employment.
