As the Personnel/Administrative Security Specialist, you will be responsible for the following tasks:


·    Updates appropriate personnel access databases, performs 1st and 2ndTier adjudication for security clearances, enters foreign travel and contacts, adverse reports, etc.
·    Performs Special Access Program (SAP) document control/security office functions, (maintenance of a document accountability database and associated correspondence).
·    Composes, analyzes, QCs, edits, transmits and tracks SCI and Program Access requests (PARs); inputs data into appropriate databases.
·    Conducts DCII, OPM, JPAS checks and accesses those databases to check background summaries and security clearance status.
·    Compose, edit and transmit requests for polygraph examinations.
·    Maintains personnel security folders on members for clearance and access.
·    Maintains foreign travel and contact forms for accessed personnel.
·    Provide Personnel Security guidance throughout the community.
·    Processes SCI eligibility requests and forwards to the SSO for processing.
·    Assists the Program Security Officer (PSO) in conducting personnel security training procedures to new personnel.
·    Handles and processes special taskings.
·    Conducts Nominee Screening Questionnaire interviews.
·    Tracks reinvestigation requirements for SSBI/NACLC and informs all sponsored personnel of periodic reinvestigation requirements; processes SF86s and E-Qips for program access.
·    Provides access verification of individuals program briefed.
·    Coordinates with local government agencies, other military departments, and national level security agencies.
·    Processes and maintains inbound and outbound classified mail receipt records and files; ensures proper destruction of classified materials.
·    Prepares classified correspondence and packages for mailing or courier handling.
·    Provides reproduction support for classified materials and maintains various daily logs for a variety of administrative functions associated with document control.
·    Maintains appointments/schedules for appropriate level briefings.
·    Ensures phone coverage within the security office during normal business hours.

·    Monitors correspondence and flags time-sensitive documents; provides support to visiting executives as required.
·    Reviews and comments on the administrative task portions of security operating instructions, security plans, guides, and various security related correspondences.
·    Provides communication security support for SAP and SCI activities.
·    Provides security support for multi-program meetings and conferences.
·    Provides administrative support for security awareness and education programs.
·    Performs data entry to the AF Access Database System (AFADS) and maintains all customer sponsored billets and quota information current.
·    Conducts SAPF random security checks and monitors and files all SAPF related security documentation and logs.
Qualifications Minimum three years experience in (up-to-date skill sets) inPersonnel Security for SAPs.Must be able to relate to a diversified customer base and be knowledgeable of DoD operations. Must be capable of operating in a fast-paced, high stress environment. The successful candidate will have experience in administrative skills in special access programs. • Operate all Wheeled, Tracked, Generator and Material Handling Equipment.



• Dispatch equipment to and from Direct Support Maintenance Facilities, exercise equipment enrolled in low usage program, operate equipment in support of warehouse operations, and supply operations dealing with equipment transfers, retrograded supplies and equipment, relocation of vehicles to and from motor pool sites.

The Master Supply Technician (MST), as part of ManTech’s Integrated Logistics Support &amp; Services (ILSS) contract, performs supervisory and management duties in support of one or more of the following programs: Left Behind Equipment (LBE), Supply Support Activities (SSA), Pre-Deployment Training Equipment (PDTE). The MST is responsible for inventories, property identification, accountability and re-issue. They analyze reports and statistical data to ascertain trends, efficiency of operations and conformity to standards and directives. They also coordinate logistical activities with other elements of the program, customer unit(s) and government officials and are responsible for distributing workload of Inventory Teams and synchronizing upcoming actions and tasks.

• Possess the ability to independently analyze and resolve difficult issues and problems in the assigned area of responsibility involving accountability processes, work methods, supply data management or day-to-day operational procedures to manage complex classified supply programs.
• Possess in-depth knowledge of supply program relationships, concepts and methodologies pertaining to Supply/Property Book Accountability and supply areas of logistics operations.
• Supervise initial inventories and packing or containerizing all unit equipment, maintain asset visibility utilizing Property Book Unit Supply – Enhanced (PBUSE), conduct subsequent inventories as needed, collect and submit data in support of readiness and other types of reporting requirements, prepare forms and submit data as necessary to support the movement, storage and transportation of assigned equipment.
• Provide each customer a complete and accurate hand receipt through Property Book Unit Supply Enhanced (PBUSE).
• Oversee Inventory Team management of property book automated hand-receipts (ALV-151) in binders with accompanying documentation as directed by the Accountable Officer and in accordance with applicable guidance.
• Issue clearance memorandums in accordance with established turn-in procedures.
• Oversee Inventory Team management process of property transactions using manual or automated DA form 3161.
• Oversee Inventory Team support to monthly reconciliation of hand-receipts; to include updates through Property Book Unit Supply enhanced (PBUSE).
• Oversee Inventory Team management of cataloging of all property prior to Accountable Officer approval to post to the Property Book through PBUSE.
• Maintain current records of individuals authorized to initiate property transactions.
• Follow Property Book Officer’s guidance in preparation and processing Administrative Adjustment Reports (DA Form 4949), provide required reports/data to the Property Book Team Chief/ Property Book Officer and coordinate with ASC/DOL/designated representatives in support of program efforts.

Qualifications Requires Bachelor’s degree or equivalent and two to four years of experience.
Additional Qualifications The successful candidate must be a U.S. citizen, possess a SECRET security clearance and have skills similar to an Army Non Commissioned Officer in the 92Y3O/4O Military Occupational Specialty (MOS) Unit and Organizational Supply Specialist. Candidate must have at least seven (7) years of Property Book / supply experience and have worked at the Battalion level or higher and should possess knowledge of standardized Army supply regulations, policies, procedures or other written or verbal instructions relating to receipt and/or issue of stock or property items. • Inventory LBE and/or PDTE utilizing appropriate Technical Manual (TM) or Supply Catalog (SC) and annotate shortage annexes when Components of the End Item (COEI), Basic Issue Items (BII), and Additional Authorized Items (AAI) are missing.



• Visually check the condition of all items and report damage to the Contract Hand Receipt Holder (CHRH).



• Identify and report all items with a security classification to the CHRH.



• Segregate, load, unload, store, LBE and/or PDTE and ensure the equipment is accurately labeled, recorded and secured.



• Safeguard equipment through the proper utilization of key control and property storage Standing Operating Procedures (SOP).



• Prepare and use load plans to assist in equipment inventories and the unit re-issue process.



• Assist in preparation of all unit/organizational supply documents (Automated or Manual).



• Assist in maintenance of automated/manual supply system to account for organizational and installation supplies and equipment.



• Ensure all ammunition, hazardous materials, and shelf life items are not inducted into the LBE and/or PDTE program.



• Perform inventory management, storage and equipment preservation.



• Prepare equipment and documentation for lateral transfers, temporary loans, and turn-ins in accordance with directives.



• Load, unload and move stock and equipment using material handling equipment (MHE) such as forklifts and hand trucks.

• Maintain respective program property accountability using Property Book Unit Supply Enhanced (PBUSE). 

• Assist the Property Book Team Chief (PBTC) and Contract Hand Receipt Holder (CHRH) with updating automated hand receipts on a monthly basis. 

• Support cyclic and monthly sensitive item inventories as prescribed. 

• Maintain 100% property accountability of LBE in accordance with Army regulations (AR): AR 710-2, AR 735-5, DA PAM 710-2-1, and automated system procedures. 

• Apply procedures for daily data quality control of accountable records and supporting timely and accurate data for issuing equipment. 

• Process daily adjustment documents (financial liability investigation of property loss, turn in, issues, lateral transfers, administrative adjustment reports, etc.). 

• Process and monitor all property and adjustment documents to ensure assets are accurately documented and issued to the correct hand receipt holder as well as to establish and maintain 100 percent property accountability.

• Administer PBUSE accounts for the property book team chief; coordinate for status, distribution, and availability of equipment; provide lateral transfer and turn-in. 

• Maintain equipment on-hand oversight by monitoring Department of Defense Activity Account Code (DODAAC)/Unit Identification Code (UIC) management. 

• Edit all received supply transactions and post into (PBUSE) as applicable; generate hand receipts and other accountability documentation, as directed. 

• Generate standard and ad hoc reports and processes data entry and transmit data to appropriate organizations as directed. 

• Edit and perform quality assurance and quality control checks during the input of data from source documents. 

• Assist in quality control edits by retrieving reports for the data collectors and Property Book Team Chief.

The Data Entry Clerk – Property Book Unit Supply Enhanced (DEC – PBUSE), as part of ManTech Integrated Logistics Support &amp; Services (ILSS) contract, will perform the full spectrum of Property Book Unit Supply Enhanced (PBUSE) application software in support of one or more of the following programs: Left Behind Equipment (LBE), Supply Support Activities (SSA) and Pre-Deployment Training Equipment (PDTE). These functions include: master menu and help system features, systems administrative processes, support utilities processes, systems inquiries, code table files, catalog files, establishing authorizations, editing daily reports and listings, performing property book accountability transactions, maintaining hand receipts, performing multiple ERC updates and processing component data update transactions. The successful candidate will prepare necessary documentation (automated and manual) to track equipment shortage annexes in the PBUSE for the hand- receipt holders. Candidates will manage and track all shortages from building shortages through ordering, receiving, storing and issuing to hand receipt holders or Contract Hand Receipt Holder (CHRH). This process includes managing shortages on automated document register and status update reports for shortages assigned to Hand Receipt holders. Additional functional areas of responsibilities as Unit Supply Clerk are: inspecting; inventorying; loading; unloading; delivering; and turning in organization and installation supplies and equipment while maintaining a supporting document file for all actions performed. This candidate will prepare all unit/organizational supply documents and main an automated supply system for accounting of organizational and installation supplies and equipment; will perform inventory and financial management procedures including ordering, receiving, storing and issuing supplies and/or equipment. In addition to Unit Supply Room functions, this candidate will perform equipment inventory processes when required.




Qualifications Requires High School diploma or equivalent, and three to four years of related experience.
Additional Qualifications Candidate must be a U.S. citizen, apply for a SECRET security clearance and must be in good standing in pursuit of same. The ideal candidate will have completed prerequisite training for Army Military Occupational Specialty (MOS) 92Y1O, Unit Supply Specialist or have equivalent training. Ideal candidate will possess a certificate for training in the Property Book Unit Supply Enhanced (PBUSE) system and have expert level proficiency in the operation of the system. The successful candidate must have a thorough knowledge of inventory procedures dealing with inventories that include; basic issue items (BII), component of end items (COEI), additional authorized listings (AAL) and managing equipment fielded to a unit with no National Stock Number (NSN). Candidate should possess knowledge of Army standardized supply regulations (specifically DA Pam 710-2-1 Unit Supply System), policies, procedures or other written or verbal instructions relating to receipt and/or issue of stock or property items. Candidate must have demonstrated knowledge of supply documentation dealing with hand receipts, sub-hand receipts and shortage-annex procedures and be an expert with equipment inventorying. Candidate should possess the ability to perform a range of standard and non-standard clerical assignments and resolve recurring problems.

* Coordinate across multiple clients, resource agencies, environmental and technical staff to prepare environmental documents and related technical studies.
