Job Duties and Responsibilities

As a Budget Analyst, you will compile and review budgets for corporate or organizational units using actual performance, previous budget figures, estimated revenue, expense reports, and other data sources to control funds and provide for proper financial administration. You will prepare financial plans, monitor implementation of financial policies, prepare regular and special-purpose reports, maintain historical records, analyze trends, establish cost rates and personnel forecasts, recommend and interpret budgetary policies and procedures, prepare comparative evaluation of actual costs against budgeted funds, and determine rationale for variances between costs and budget.
You will develop and deliver Independent Life Cycle Cost Estimates, and associated documentation. You will conduct research to enhance cost estimating methodologies. You will provide advice and technical assistance with cost analysis, fiscal allocation, and budget preparation. You will develop cost estimates for programs requiring inputs from various sources and pulling them together in a coherent and logical manner budget development. You will evaluate program costs (Task, WBS, Contract) in comparison to the budget to maintain expenditure controls. You will develop and maintain budget and cost models and databases, utilizing advanced Excel and database programming techniques. You will conduct sensitivity analyses for primary cost drivers of Sponsor programs. You will conduct cost and schedule risk analyses to quantify the cost impact of technical, programmatic and schedule risk as well as assess the probability of achieving schedules on acquisition and enterprise programs. You will evaluate cost reasonableness of estimates and develop ICEs (Independent Cost Estimates); document and brief results. You will develop and maintain cost databases to capture important characteristics of activities to support better predictive costing capability. You will support ad hoc costing studies as directed.
Minimum Qualifications:Candidates must minimally meet the knowledge, skills, and abilities listed below: Prior experience with cost estimating, evaluation of cost reasonableness of program office estimates, and the development of Independent Cost Assessments. Strong analytical skills. Exceptional attention to detail. Proficiency in the MS Office suite of applications, to include Power Point, Access and Excel. Expert use of advanced Excel features including pivot tables, macros, array formulas, lookup functions, graphing features, and database/filtering features. Strong verbal and written communications skills to enable effective interaction with customers and technical personnel. Demonstrated capability to independently prioritize, plan, and execute work tasks in a rapidly changing, fast-paced environment.
Preferred Qualifications-- Candidates with the following desired skills will be given preferential consideration: Knowledge of Sarbanes-Oxley (SOX 404) requirements, experience with Information Technology hardware and software cost estimating, experience completing documentation submission in support of program and OBM 300 activities.
Position Requirements:4 - 7 plus years experience with Bachelor’s degree in Business Administration, Economics, Information Systems, Engineering, or equivalent.
Security Requirements: Active Secret Clearance is required for all applicants.
