Job Duties and Responsibilities
ManTech is seeking an experienced Military Operations Analyst to serve on a multi-disciplinary staff in support of DoD planning studies and environmental compliance documentation. The position requires expertise in the area of military operations training requirements development, range planning and capabilities analysis, encroachment design, andinstrumentation systems and equipment. Position also requires knowledge in complex environmental planning and assessment. The successful candidate will provide environmental planning support to Department of Defense (DoD) testing and training long-range planning and sustainability efforts. Military operations training background is beneficial.
General Responsibilities:

* Conduct analysis of training and test range requirements, operations, and instrumentation and target systems for land, sea, and air ranges.

* Develop planning, design, and investment documents in accords with government procedures.

* Based on established training objectives, establish range capabilities requirements and design alternatives as well as data collection and instrumentation requirements.

* Prepare reports and briefs summarizing range support requirements, deficiencies, and investments for various range programs and systems.

* Develop and implement range plans, standard operating procedures, operating instructions, and maintenance instructions.

* Monitor range operations and documentation as needed.

* Maintain liaison with operators and local and regional range managers to develop innovative solutions to training needs and identifies and resolve encroachment issues.

* Conduct briefings and meetings.

* Serve as a technical specialist in preparing a variety of NEPA documentation and related resource management and state and Federal permitting documents.

* Collect environmental information via field techniques and document reviews, leading ongoing environmental planning work, and supporting the development of environmental documents and studies in compliance with NEPA.

* Coordinate across multiple clients, resource agencies, environmental and technical staff to prepare environmental documents and related technical studies.

Requirements: The candidate must have, at minimum, Bachelor’s degree in engineering, management, environmental science or related discipline; 10 years experience in military operations and training. Demonstrated ability to lead analytical, technical, or operational projects for DoD clients. Project management experience a plus.

Other Skills Required:This position requires demonstrated initiative, sound judgment, effective decision-making, good customer relations abilities, and excellent oral and written communication skills. Experience with Microsoft Office products, geographic information systems, and data management.
Qualifications Requires Bachelor's Degree in related field or equivalent experience and seven to nine years of related experience.
