Job Description:




Fulfills the function of a Supply Clerk. Responsible for a high volume of requisitioning of a wide variety of materials, supplies and services. Have working knowledge of the Federal Acquisition Regulation (FAR). Has daily contact with vendors; conducts limited market research; recommends suppliers, price and delivery to the Buyer; ensures that all Purchase Requisitions are tracked until generated into a Purchase Order.  Responsible for complying with corporate policies, procedures and underlying Federal, state, and/or local regulations concerning the purchase of goods, materials or services. Responsible for updates to status reports, databases and spreadsheets. Ability to plan, organize and manage multiple projects. 

Works in a team environment with independent assignments. Reviews, updates, and analyzes logistical data and parts within ManTech's proprietary database. Responds to request for logistics statistical data from ManTech Program Management Office and Government POC. 

Works closely and supports the Procurement Team with all aspects of Logistical Support. Performs other duties as assigned by supervisor.

Job Duties and Responsibilities 
The Program Manager (PM) provides oversight for the site and is responsible for all performance of work under the government task order. The successful candidate will be responsible for the performance of all employee work on the Integrated Logistics Support &amp; Services 2 (ILSS-2) contract in support of one or more of the following programs: Left Behind Equipment (LBE), Supply Support Activities (SSA), Pre-Deployment Training Equipment (PDTE), and Property Accountability Augmentation Team (PAAT). The PM is responsible for the performance of all contractor work under his/her scope of authority. The PM will ensure all site operations and activities are in accordance with and satisfy the requirements of the current ILSS-2 Performance Work Statement (PWS), authorized government direction and ManTech policy and is responsible for the site’s Quality Assurance / Quality Control (QA/QC). The PM is the primary point through which communications, work assignments, and technical direction flows between the Government, Logistics Support Team, Army Field Support Battalion Commander and ManTech.




• The PM will interface with the customer unit(s) and perform strategic planning. This position will exercise full authority to act for the contractor on all matters relating to operations with authorized Government officials.



• Primary point through which communications, work assignments, technical direction and requirements flow between both Government officials and the Regional Program Manager.



• Monitor and analyze statistical data and reports to determine trends, conformance to standards and directives, efficiency of operations and implement, monitor and adjust necessary actions.



• Provide oversight to ensure property accountability of all government property under ManTech’s control.



• Ensure all site operations and activities are in accordance with and satisfy the requirements of the current ILSS-2 Performance Work Statement, authorized government direction and ManTech policies.



• Coordinate, plan and interact with local Army Sustainment Command (ASC) and supported military elements, installation activities, repair activities, and off-site ManTech work centers to ensure successful completion and accomplishment of all requirements.



• Provide respective program support (LBE, SSA, PDTE, PAAT) to unit(s) at site location.



• Ensure on time delivery of projects, within scope with zero or positive deviation.



• Maintain customer's satisfaction at acceptable levels and promptly resolve customer issues.



• Lead and manage site operations in the effective creation, adoption, implementation and compliance with policies, processes, procedures, tools and business best practices.



• Responsible for driving costs down to be competitive in the market place, control costs and maximize productivity through the implementation of effective methods and standard processes.



• Participate in estimate and risk review process prior to jobs or contracts being quoted to ensure labor estimates are correct and that the work is achievable from a technical perspective; ensure subcontracts are complete and documented.



• Manage the performance management process, conducting performance appraisals; provide coaching, training, career planning, development and salary administration for Operations Personnel with support from Human Resource (HR) personnel.



• Ensure projects are resourced properly; develop effective partnerships with subcontractors to ensure an adequate pool of resources is available.



• Manage selection and oversight of subcontractors for different jobs in conjunction with supply team.



• Ensure applicable local and industry codes and standards are upheld.



• Ensure that ManTech Standing Operating Procedures (SOP), Program Directives (PD) and guidelines are in place and adhered to by site personnel.



• Ensure safe and healthy work environment through effective communication, training, equipment/vehicle maintenance and facilities improvement - manage safety program for assigned field operation



• Build effective teams committed to organizational goals; foster collaboration among team members and between teams.



• Ensure availability of tools, equipment, and materials required while maintaining and controlling or eliminating inventory levels.



• Prepare and present briefings to government officials and customer units.



Qualifications Requires Bachelor’s degree or equivalent, and ten to twelve years of related (technical environment) experience.
Additional Qualifications The Program Manager (PM) must be a U.S. citizen, possess a SECRET security clearance and have no less than 18 years of senior management experience in either Logistics or Supply Management areas – this person should be similar in skill to a very experienced Lieutenant Colonel/Colonel. He/she should preferably be a graduate of the Army Command and General Staff College (CGSC) or other service equivalent and must be highly familiar with Property Book Unit Supply Enhanced (PBUSE). He/she must possess in-depth, expert knowledge of supply programs relationships, concepts and methodologies pertaining to supply/property book accountability and logistics operations.

• Successful candidate will have completed a government security investigation and must meet eligibility requirements for access to classified information.

• Candidate must possess a driver’s license valid to operate vehicles in the state at which he/she is employed.

• Candidate must be able to perform temporary duty at other locations for specified periods of time.

Job Duties and Responsibilities 
• The Shipping/Logistics Manager will manage (receiving/ shipping) aspects of the warehouse, including, but not limited to receiving, inventory management, packing, shipping, and logistics.

• This position works closely with the freight forwarders, government officials, program procurement manager and program managers and their leads to ensure all applicable import and export laws are followed.

• Support Supply Chain Management team to ensure the required adequate inventory levels and accurate destination

• Support Finance/AR department in receipt of packing lists, bills of lading and invoices and other shipping documentation as required.

• Establish operational procedures to verify incoming and outgoing shipments.

• Ensure shipments are received into inventory or ship timely.

• Oversee the daily logistics functions and interface with internal/external supply chain functions.

• Maintain procedures and ensure full compliance of the regulations governing the movement of Government parts, items and equipment.

• Evaluates the export quantities, license expiration dates, and coordinates with DDTC to expedite license approval.

• Coordinates with ManTech’s Empow­ered Official (EO) who acts as a liaison with the DDTC

• Extensive knowledge of International Traffic in Arms (ITAR) regulations and rules and understands company responsibilities to obtain export license for USML goods and technology

• Work with the EO to apply the rules and regulations of ITAR, the Export Administration Regulations (EAR), and the Foreign Trade Regulations (FTR), among others.

• Provide regular reporting to senior management on logistics issues and interface with EO to address U.S. Customs issues and service provider service failures.

• Participate with logistics sourcing teams in the development of customer’s shipping import/export requirements, and provide pricing quotations for the transportation of government GFE/GFP and contractor acquired items in response to proposals for future international business opportunities.

• Monitor and track the global movement of government GFE/GFP and contractor acquired items based on customer contractual requirements to verify order fulfillment.

• Complete and maintain all record keeping of domestic and international transportation documentation for export/import activity.

• Develop controls to limit access to the shipping area and dock and ensure the integrity of all packages received into and shipped out of the warehouse.

• Maintain a safe working environment in the shipping/receiving area.

• Prepare export documentation for the international movement of government GFE/GFP and contractor acquired items.

The Distributed Common Ground System-Army (DCGS-A) Technical Specialist serves as a member of the team that integrates, tests, and maintains client and server systems, and provides technical expertise across the spectrum of intelligence collection, analysis, and fusion, military operations, and IT engineering for the DCGS-A Programs. DCGS-A systems are a diverse mix of software and hardware solutions designed to meet challenging intelligence processing, exploitation, and dissemination requirements for the Army at war. DCGS-A features unique data scalability requirements and allows for a flexible system evolution.

The Technical Specialist working on the program is required to provide engineering expertise to support the design and development of DCGS systems, the solution of hardware and software challenges across multiple hardware and software baselines. The Technical Specialist will also support the testing, and hardening, delivery and installation and operation of the systems, and may be required to travel to support these activities. With three different hardware and software baselines currently in the field, the DCGS-A Technical Specialist will interact with a project teams supporting a wide variety of systems implementations on a number of customer site. The technical specialist may be required to serve as an action officer for the government customer, accepting taskings from government leadership.
The successful candidate will have extensive systems architecture, design and development, software, hardware, and network troubleshooting experience. The candidate will be able to interact with project engineers and government personnel, providing technical expertise, briefings, and specialized reports. This candidate must have clearly superior oral and written communications skills, combined with deep technical knowledge. Candidate will have project engineering experience and familiarity with remote system administration software, networking principles.
