Job Duties and Responsibilities 
The Program Manager (PM) provides oversight for the site and is responsible for all performance of work under the government task order. The successful candidate will be responsible for the performance of all employee work on the Integrated Logistics Support &amp; Services 2 (ILSS-2) contract in support of one or more of the following programs: Left Behind Equipment (LBE), Supply Support Activities (SSA), Pre-Deployment Training Equipment (PDTE), and Property Accountability Augmentation Team (PAAT). The PM is responsible for the performance of all contractor work under his/her scope of authority. The PM will ensure all site operations and activities are in accordance with and satisfy the requirements of the current ILSS-2 Performance Work Statement (PWS), authorized government direction and ManTech policy and is responsible for the site’s Quality Assurance / Quality Control (QA/QC). The PM is the primary point through which communications, work assignments, and technical direction flows between the Government, Logistics Support Team, Army Field Support Battalion Commander and ManTech.




• The PM will interface with the customer unit(s) and perform strategic planning. This position will exercise full authority to act for the contractor on all matters relating to operations with authorized Government officials.



• Primary point through which communications, work assignments, technical direction and requirements flow between both Government officials and the Regional Program Manager.



• Monitor and analyze statistical data and reports to determine trends, conformance to standards and directives, efficiency of operations and implement, monitor and adjust necessary actions.



• Provide oversight to ensure property accountability of all government property under ManTech’s control.



• Ensure all site operations and activities are in accordance with and satisfy the requirements of the current ILSS-2 Performance Work Statement, authorized government direction and ManTech policies.



• Coordinate, plan and interact with local Army Sustainment Command (ASC) and supported military elements, installation activities, repair activities, and off-site ManTech work centers to ensure successful completion and accomplishment of all requirements.



• Provide respective program support (LBE, SSA, PDTE, PAAT) to unit(s) at site location.



• Ensure on time delivery of projects, within scope with zero or positive deviation.



• Maintain customer's satisfaction at acceptable levels and promptly resolve customer issues.



• Lead and manage site operations in the effective creation, adoption, implementation and compliance with policies, processes, procedures, tools and business best practices.



• Responsible for driving costs down to be competitive in the market place, control costs and maximize productivity through the implementation of effective methods and standard processes.



• Participate in estimate and risk review process prior to jobs or contracts being quoted to ensure labor estimates are correct and that the work is achievable from a technical perspective; ensure subcontracts are complete and documented.



• Manage the performance management process, conducting performance appraisals; provide coaching, training, career planning, development and salary administration for Operations Personnel with support from Human Resource (HR) personnel.



• Ensure projects are resourced properly; develop effective partnerships with subcontractors to ensure an adequate pool of resources is available.



• Manage selection and oversight of subcontractors for different jobs in conjunction with supply team.



• Ensure applicable local and industry codes and standards are upheld.



• Ensure that ManTech Standing Operating Procedures (SOP), Program Directives (PD) and guidelines are in place and adhered to by site personnel.



• Ensure safe and healthy work environment through effective communication, training, equipment/vehicle maintenance and facilities improvement - manage safety program for assigned field operation



• Build effective teams committed to organizational goals; foster collaboration among team members and between teams.



• Ensure availability of tools, equipment, and materials required while maintaining and controlling or eliminating inventory levels.



• Prepare and present briefings to government officials and customer units.



Qualifications Requires Bachelor’s degree or equivalent, and ten to twelve years of related (technical environment) experience.
Additional Qualifications The Program Manager (PM) must be a U.S. citizen, possess a SECRET security clearance and have no less than 18 years of senior management experience in either Logistics or Supply Management areas – this person should be similar in skill to a very experienced Lieutenant Colonel/Colonel. He/she should preferably be a graduate of the Army Command and General Staff College (CGSC) or other service equivalent and must be highly familiar with Property Book Unit Supply Enhanced (PBUSE). He/she must possess in-depth, expert knowledge of supply programs relationships, concepts and methodologies pertaining to supply/property book accountability and logistics operations.

• Successful candidate will have completed a government security investigation and must meet eligibility requirements for access to classified information.

• Candidate must possess a driver’s license valid to operate vehicles in the state at which he/she is employed.

• Candidate must be able to perform temporary duty at other locations for specified periods of time.

Top Secret Control Officer (TSCO) for AFNWC SAP Top Secret Control Account (TSCA). Individual will be an administrator of AFNWC SAP information technology systems. Individual will help conduct and manage the SAP security incident program for the AFNWC staff. Trains inquiry officials on the proper means of conducting a security inquiry with GSSO guidance. Reviews security inquiry reports to determine if they are technically sound and provides recommended corrective action to preclude future incidents. Conducts reviews of damage assessments of classification downgrading, declassification, and security incidents. Oversees AFNWC SAP security self-inspection program. Develops AFNWC SAP security education training to include lesson plans, and creating motivational materials and training aids. Implements HQ AFMC SAP security procedures for document marking, safeguarding, and use; personnel access controls; need to know criteria; physicalstorage and control; and transmitting, transferring, reproducing, downgrading, and destroying information. The Assistant Program Manager (APM) provides oversight to ensure property accountability and readiness of all government property under ManTech’s control. •   Serve as a technical advisor on planning and forecasting the monthly, quarterly and annual performance of programs during the strategic budgeting cycle. In addition to budget development, support includes inputs to the expenditure plans (Fiscal Year Expenditures and Spend Plan) and Resource Allocation Plans (RAPs).
•   Provide inputs for DHS Reporting Requirements including the Office of Management and Budget (OMB) E300 and nPRS (Next Generation Periodic Reporting System).
•   Assist in developing Procurement Requests to execute budget actions for the project.

The PM will ensure all contractors meet the requirements in DOD 8570.01-M for experience, education, and certifications for the position on the contract they are working in. Activities in the customer space are challenging, fast-paced and demanding, and require skilled professionals with knowledge of information security, cyber defense, and integration of cyber defense technologies with IT systems in a large enterprise.

The PM shall be the primary point of contact for the customer on all contract and contractor issues and will keep the COTR and customer Staff management informed of all issues.

The PM shall work with customer Staff management in developing program plans, project schedules and work plans, and will hold program contract staff accountable for results.

It shall be the responsibility of the Program Manager to notify the COTR and Contracting Officer if the Contractor is asked to perform activities that interfere with the primary objectives of the program.

As the Program Manager you will be responsible for the overall execution of all contract requirements.
Responsibilities include:
The candidate shall have the capability and demonstrated successful experience in planning, budgeting, recruiting, directing, coordinating, scheduling, and supervising the activities of professional security personnel to complete tasks relating to the provision of a multi-faceted security program in a classified environment, preferably at a research and development activity. Qualifying, relevant experience for program management includes demonstrated recent experience in managing a multi-disciplined security contract or organization that provides security support to a federal entity or private corporation in a classified environment.
Position Requirements:
Requires a Bachelor degree with fifteen (15) years, or two years of college classes with twenty (20) years qualifying, related experience. Five (5) years of this experience shall be in the direction and management of Government funded programs in industry or within government entities, with 20 or more individuals under their cognizance.

Candidate must be able to submit/pass a polygraph.
Qualifications Requires Bachelor’s degree or equivalent and twelve to fifteen years of related experience, supervisory/management experience and to obtain a security clearance. Knowledge of DOD, DOE, or other industrial security program and in-depth knowledge of the DOD

This is the lead position for the largest contract under the largest employer in the Yuma area.
Primary Duties/Responsibilities:
Planning, staffing, and budget management for major program(s) within the Group or Corporate Organization. Line Program responsibility typically $10 to $25 million annual revenue. Oversees 50+ direct/indirect employees/contractors. Typically has direct profit/loss responsibility. Manages direct staff/resources to ensure adherence to schedules, budgets, and other program requirements. . For Indirect/Corporate employees at this level, responsible significant function (s) with significant impact supporting entire organization (Business Group- wide and/or Company-wide).  Externally recognized mastery and expertise in a complex scientific field or other learned discipline.
Knowledge, Skills and Experience Required:
Must have a thorough understanding and experience in the complete life-cycle management of military systems. Must have knowledge and experience with Department of Defense (DOD)/Army plans, policies, standards, and methods aimed at the acquisition, T&amp;E, and support of military programs and resources for Army systems (to include weapons systems).
Other requirements, comments:

Possession of either Project Management Professional (PMP) certification or Defense Acquisition University (DAU) certification
Demonstrate 10 -12 years experience in management and T&amp;E. Possess an extensive Army military or Civil Service background with leading teams of over 500 personnel. Possess an in-depth understanding of delivering test support services and performing tests for ATEC is highly desirable.

Demonstrate 6 or more years of managing an activity of a MRFTB, such as YPG, APG, or EPG. Experience as T&amp;E Manager for an Army weapon system that has been tested at one of the Army's Test Ranges.

Minimum of 5 years experience in: contracting and contracting terms; management of finance and accounting operations; operating a quality control section and human relation operations.
Minimum of 5 years experience managing multiple sub-contractors as Prime contractor. 

Clearance: Secret
