Security Clearance: Minimum TS with Poly

The Requirements Analyst/Manager will support the team and the Program Office to collect, document, and verify compliance with System requirements. You will assist the program office to survey and collect requirements for component. The requirements analyst should have experience with large, complex systems involving custom development and COTS/GOTS integration. The Planning SME will conduct critical factors analysis of global IED-related problem sets. To meet this objective, the Planning SME will identify centers of gravity, critical capabilities, critical requirements and critical vulnerabilities of Violent Extremist Organizations that use the IED as a strategic weapon.

Additionally, the Planning SME will integrate CFA with the operational planning and targeting process of COIC-supported entities. This integration will highlight C-IED targets of opportunity and aid in the disruption of IED networks or networks that facilitate their use.

The CFA Planning SME will:

- Conduct critical factors analysis to identify centers of gravity related to C-IED operations and to the human enemy networks that employ IEDs.

- Based upon the critical factors analysis, identify targets of opportunity to disrupt IED operations, including the sourcing, production, delivery, and emplacement of IEDs.





Experience and Education:

Required:

- A minimum of 5 years planning experience and a B.S. or B.A. degree from an accredited university or college.

The Intelligence Analyst will:

Analyze IED events and associated activities to develop long term trends associated with the use of IEDs by human enemy networks.

Assist in providing worldview predictive analysis regarding the IED threat and counter-IED effects.

Assist in preparing the Prioritiy Intelligence Requirements document to assess changes in the threat presented by human enemy networks, especially with respect to the identification of new and emerging TTPs or the migration of TTPs.





Experience and Education:

The Intelligence Analyst must have a strong operational background and experience in shaping intelligence products that support national and strategic goals set forth by the national leadership in order to inform strategic decision making. The Intelligence Analyst should also possess an understanding of IEDs and the local, regional, and global networks that facilitate their construction, design, and usage.

Successful applicants will have documented experience working with multidiscipline operations/intelligence teams at the COCOM or Joint Staff Level and have a thorough understanding of the Inter-agency and the different authorities inherent in each US department and agency, as well as coalition partners in order to facilitate effective targeting outside existing combat theaters.

Required:

The Intelligence Analyst will assist in developing analytical products that focus on finding immediate through long-term solutions to the IED problem set. The analyst will prioritize and categorize requests for information. The analyst will conduct near and long term analyses of device and network-centric problem sets usually focused on Violent Extremist Organizations that employ the IED as a strategic weapon. The Intelligence analyst will aggregate outputs from all RFS activities to enable a cross-boundary knowledge continuum of enemy network activities. The desired end state is a comprehensive database of all known enemy networks.

Specifically, the analyst will:

Develop and maintain a cohesive and comprehensive information repository of human enemy networks that employ IEDs and other networks of interest to JIEDDO-COIC.

Provide input to the analysis conducted by All Source Intelligence Analysts at JIEDDO-COIC and incorporate updated network analysis from the All Source analysts into the knowledge base.

Utilize Palantir software applications to describe the composition of networks, the individuals who comprise the network, methods used by the network especially as they relate to the production, facilitation, and emplacement of IEDs, the preferred tactics, techniques and procedures of the network, and a catalogue of IED events associated with the network.

Employ JIEDDO-COIC tools and processes to populate the knowledge base and to corroborate data.

Deliver technical reports that respond to Requests for Support.





Experience and Education:

The Signatures Intelligence Analyst will:

Use JIEDDO-COIC tools, including the Signature Analyst Tool, to maintain analytical working aids and databases that support advanced geospatial predictive analytics.

Analyze physical characteristics as requested to support the RFS process or to focus on Named Areas of Interest.

Establish predictive insights into likely enemy activity that will help focus other analytical efforts, ISR, and tactical operations to anticipate enemy reactions and adaptations.

Provide geospatially-driven predictions of threat activity based on a range of previously observed and evaluated physical signatures.

Participate in technical meetings to fuse analysis with other intelligence products.

Present analytical assessments derived from signature analysis to the COIC Mission Integration Division (MID) Mission Board and other forums as required.

Deliver Google Earth-based overlays depicting threat activity based on previously observed and evaluated physical signatures.

Participate in the generation of technical reports that describe the analysis that was conducted and the predictions that were made.





Experience and Education:

Required:

This position requires the ability to obtain and hold a TOP SECRET clearance with SCI eligibility. (Resume must show that proposed employee currently holds a TS clearance with previous access to SCI level of information.)

Coordinate the assignment of the request to the appropriate analytical support teams.

Maintain visibility of all RFSs and required actions identified through the Named Area of Interest process (ensuring those actions are visible and incorporated into the RFS Tracker).

Provide quality assurance reviews as the responses to the RFS (the product) is developed.

Ensure that the products requested in the RFS are delivered to the requestor.

Maintain copies of the product that are delivered and are properly archived.

Ensure the entry on the RFS tracker is properly closed out.

Participate in regularly scheduled assessments of the overall RFS activities and trends.

Additionally the Operations Integrator will serve as part of a 24-hour watch, providing an on-site interface to all COCOMs and field activities as well as the JIEDDO-COIC personnel currently serving in combat theaters and elsewhere around the world.

Analyze physical characteristics as requested to support the RFS process or to focus on Named Areas of Interest.

Establish predictive insights into likely enemy activity that will help focus other analytical efforts, ISR, and tactical operations to anticipate enemy reactions and adaptations.

Provide geospatially-driven predictions of threat activity based on a range of previously observed and evaluated physical signatures.

This team will assist operational and tactical staffs with predictive analysis products to facilitate effective Counter-IED (C-IED) operations. The successful analyst will be able to tailor crime pattern analysis methodologies to predict the likely behavior of human enemy networks. C-IED pattern analysis typically includes:

Detailed Responsibilities:

The Senior Intelligence Integrator will assist in developing processes that focus on finding immediate through long-term solutions to the IED problem set prioritize and categorize requests for information and conduct near and long term analyses of device and network-centric problem sets fusing and prioritizing the multiple intelligence disciplines to disrupt and defeat enemy networks that employ IEDs.

The Senior Intelligence Integrator will focus problem sets at the tactical through operational levels while applying a thorough understanding of ISR integration as well as the ops/intelligence fusion process to compile, collate, analyze and evaluate all sources of intelligence (to include unevaluated intelligence) associated with IEDs and their employment by terrorist, insurgent, or criminal networks.

The Senior Intelligence Integrator will work closely with other members of a multi-discipline team to identify capabilities and vulnerabilities of targeted enemy organizations and decipher and identify trends, patterns and key nodes highlighting their relationships to the targeted enemy networks. The Senior Intelligence Integrator must possess a thorough understanding of the intelligence process to compile, collate, analyze, produce, and evaluate all-source intelligence and provide subject matter expertise. Must be able to provide guidance and mentorship to junior analysts and is able to provide daily feedback to team lead on product development. The Senior Intelligence Integrator must also possess the ability to effectively communicate both orally and in writing.

The Senior Intelligence Integrator must have a strong operational background and experience in shaping intelligence products that support tactical or strategic goals set forth by the supported unit commander in order to create actionable target support packages. The Senior Intelligence Integrator should also possess an understanding of IEDs as well as the local, regional, and global networks that facilitate its construction, design, and usage.

Successful applicants will have documented experience working with multidiscipline operations/intelligence teams and familiarity with other elements of the DoD, the interagency and coalition partners.

The Senior Intelligence Integrator must have the ability to participate in and lead meetings, conferences, and engagements to exchange information, assist in making decisions, and/or provide updates. The Senior Intelligence Integrator must have the ability to identify and analyze problems and generate recommended solutions based upon experience working with elements of the DoD, interagency and international elements.

The Senior Intelligence Integrator should have the ability to perform tasks and provide training to support the client in the uses and capabilities of the following web-based intelligence tools, software, and databases: Multimedia Message Manager (M3), Tripwire Analytic Capability (TAC), NCTC Online, Terrorism Identities Datamart Environment (TIDE), ICReach SIGINT database, Cultweave SIGINT database, PROTON SIGINT database, Skope SIGINT analytical toolkit, Analyst Notebook /Palantir link analysis software, ArcGIS spatial analysis software, Google Earth spatial analysis software, and Microsoft productivity software and applications as needed.






Experience and Education:

The Senior Intelligence Integrator should have familiarity with the following methodologies: F3EAD, CALEB/IWA, Social Network Analysis and CARVER.

This position requires recurring domestic and international travel to include deploying to combat zones.
