Job Duties and Responsibilities 
ManTech is looking for an experienced Subject Matter Expert (SME) to join our team who possesses strong organizational skills, communications skills, and knowledge of Marine Corps Intelligence systems, Department of Defense acquisitions regulations and policy, and Marine Corps Systems Command acquisition policy and processes. This SME will work closely with Marine Corps Systems Command government leads to provide the facility support, personnel resources, project coordination and oversight assistance necessary to ensure USMC Intelligence Programs of Record are well planned, controlled and ultimately effective per the requirements. Responsibilities include but not limited to:



§ Provide technical advice to customers at the Executive, Team Lead and Project Officer levels.

§ Provide expert-level operational perspective on potential solutions.

§ Participate in Integrated Product Teams in pursuit of solutions which meet our customers’ requirements.

§ Provide expert-level opinions and recommendations on matters concerning DoD acquisition and program management.

§ Travel up to 25% of the time.



Required Qualifications:



The candidate must have the following:

§ An active Top Secret clearance with current eligibility for access to Sensitive Compartmented Information (SCI).


* Experience planning, conducting, and managing USMC Intelligence and Operations organizations.


§ Experience with Marine Corps tactical intelligence systems development;

§ Experience with Marine Corps intelligence policies relative to systems development;

§ Experience with Marine Corps and joint tactical and operational intelligence architecture;

§ Experience with Marine Corps TENCAP activities. 


* Current certification as a Project Management Professional (PMP)®and/or Program Management Professional (PgMP)®; or Level III DAWIA certification (or equivalent) in Project Management or Systems Engineering.

* A Bachelor’s Degree in a technical field.

* At least ten years experience in military intelligence showing increasing levels of responsibility. 

* Experience leading analysis efforts on highly complex problems or mission specific operational problems. 

* At least five years experience directing technical teams on operational and/or developmental projects within the Integrated AT&amp;L Life Cycle.

* Excellent written and oral communication skills.

* Proficiency in Microsoft Office 2007 and/or 2010.

Job Duties and Responsibilities 
The Distributed Common Ground System-Marine Corps (DCGS-MC) Software/Systems Engineer (SSE) will support software development, integration, and documentation for the DCGS-MC Programs. DCGS-MC will integrate and support enterprise level software solutions and applications designed to meet Marine Corps Intelligence Surveillance and Reconnaissance requirements for the Marine Corps. This position will specifically support program design and development at ManTech’s Integrated Team Solutions Facility (ITSFAC) in Stafford, VA. SSEs will interact with a wide variety of systems implementations from the ITSFAC using DCGS Integration Backbone, JAVA, and Virtualized Machines (VMs).

SSE will work closely with customers to understand system requirements and features and then implement system interfaces and features as defined by system architecture guidelines. SSE will work as a collaborative member of an agile development team to produce system components based on multiple capability releases based on five, three week sprints.

Specific duties include:


* Design and develop code, unit and integration tests

* Help in the design and development of DCGS-MC system

* Design and run integration and end-to-end tests to verify performance against requirements;

* Participate as a collaborative member of an Agile team

* Participate in all aspects of the SCRUM process (planning, collaboration, lessons learned)

Job Duties and Responsibilities 
ManTech is looking for a Test Manager to join our team in Stafford, VA for the purpose of providing Operational Test and Evaluation management support services to Marine Air Ground Task Force-Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (MAGTF-C4ISR) Division, MCOTEA. The MAGTF-C4ISR Division conducts Operational Testing (OT) on communications and intelligence equipment to ensure that systems are Operationally Effective (OE) and Operationally Suitable (OS) to support the Warfighter.

The Test Manager shall possess the requisite knowledge, skills, and abilities to:
- Support the Operational Test Project Officer (OTPO) in planning, execution, and reporting of C4ISR operational test events as defined in the MCOTEA Reference Publication with associated handbooks.
- Support the OTPO in observing and reporting of C4ISR developmental test events.
- Review and provide recommendations regarding C4ISR capabilities documents and help prepare MCOTEA test document.
- Develop test plans and procedures in support of system evaluation based upon specifications and technical data articulated in requirements documents.
- Develop and implement Data Collection plans based on data collection requirements, to include training for Operators and Data Collectors.
- Assist in the development and implementation of databases required to support automated data collection processes.
- Assist the Test Director and Program Analyst in daily review, mechanical and substantive editing, and compilation of all data collection forms and operational logs collected during test.
- Review Test Incident Reports for accuracy and completeness.
- Schedule and conduct events of special interest to the test team.
- Support Joint and Multi-Service Operational Test and Evaluation.
Qualifications Requires Bachelor’s degree or equivalent, and seven to nine years of related experience.
Additional Qualifications Candidates must have the following:

- 6 years technical experience with a Bachelor's Degree OR 20 years technical experience USMC C4 Systems with a High School Diploma
- At least 3 years DoD OT&amp;E experience.
- Active Secret security clearance.

Desired Qualifications:

- Desired experience with DOD 5000 series, MCCD&amp;I capabilities development or MCSC PGD 12 (Communications, Intelligence &amp; Networking Systems).
- Preferred experience in Joint or USMC tactical and operational communications assets.
- Preferred experience in DoD Intelligence, Surveillance and Reconnaissance operations and equipment.
- Preferred experience in one or more of the following:
- Developing, maintaining and implementing databases.
- Recommending and implementing automated test tools and strategies.
- Writing, implementing, analyzing and reporting status for system test cases.
- Working knowledge of DoD acquisition policies.
