International Corporation is currently seeking a Product and Services Manager

to be part of the PMO Team for the Persistent Cyber

Training Environment (PCTE) Program. The PCTE program is focused on delivering

innovation to advance the cyber domain.

thoughts.  You will be contributing to a

solution which will define the U.S. cyberwarfare doctrine

and the practical underpinnings related to U.S. Military s cyber


You will contribute to

developing a world class cyber training asset for the

U.S. military using a best of breed integrated approach to provide

individuals and teams to train as they fight. You will be part of an elite team

helping design, build, deliver, and manage an interconnected and multi-domain

cyber platform to assess the readiness and capabilities of the DoD Cyber

Mission Forces.  This position is not for the faint of

The selected

individual will contribute to an integrated team tasked with the

design, development, integration, installation, test, operations,

sustainment, and training on behalf of PEO STRI and the

program s end users.


  • Oversees theimplementation of the PCTE wide tactics and strategy;

  • Architect and designcloud and infrastructure solutions in support of ManTech cyber IT programs;

  • Build a vision,understanding and defining requirements, designing practical solutions,developing supporting business cases and implementing such solutions forclients;

  • Aligning clientneeds with the ManTech Cloud and Cyber Services capabilities and solutions;

  • Leadinfrastructure architectural solutions in support of PCTE, ManTech Clientsand future clients to drive solution development;

  • Engage withvendors and third parties on application, technical, and infrastructurearchitecture design;

  • Contribute tothe solution architecture to integrate processes and systems in order tomaximize value and impact associated with the solution for the client;

  • Understandtechnical applications that includes the enterprise class applicationarchitecture, IT technology standards, development standards andapplication technologies with a specific specialization in architectureand high level design and system development;

  • Prepare andpresent complex written and verbal materials and defining resourcerequirements, project workflow, budgets, and overall contractingstructures;

  • Lead and/orfacilitate teams and developing client proposals, leveraging extensivebusiness development, industry knowledge, relationship management andanalytical skills with the ability to translate complex problems intosimple and actionable tasks;

  • Identify andaddress client needs by developing and sustaining deep clientrelationships using networking, negotiation and persuasion skills toidentify and mature opportunities to close; and,

  • Coach and managestaff including providing timely, meaningful written and verbal feedback.

  • Fosters abusiness-oriented, service culture and mindset driven by continual serviceimprovement techniques.

  • Lead theassessment of external and internal infrastructure capabilities requiredto achieve desired business goals.

  • Lead thedevelopment of the infrastructure aspects of the I&O strategy androadmap, and ensures its integration with the broader technology andenterprise strategic plans.

  • Overseesinfrastructure availability plans to ensure 24/7/365 continuous operationof clients mission-critical applications.

  • Collaborateswith peers in each program to ensure that the infrastructure enablesnecessary applications and business processes.

  • Builds andmaintain relationships with other department leaders to develop a clearunderstanding of business needs; ensures cost-effective infrastructuresolutions are in place to meet those needs, and is able to respond withagility to changing business priorities.

  • Provide input onspending the technology budget, considering capital and operationalexpenditures, and making recommendations on changes to support &service contracts.

  • Maintaincurrency on new technologies and platforms, and provides direction on whatemerging infrastructure technologies should be introduced, integrated, andassimilated within I&O.

  • Manage theportfolio of infrastructure assets and services from purchase or adoptionthrough retirement.

  • Lead theinfrastructure engineering team's involvement in the department sinnovation efforts and its role in experimenting with new solutions totake advantage of business opportunities.

  • Support theI&O sourcing strategy, working with infrastructure vendors and partnerrelationships to maximize value and ensure smooth operation.

  • Lead with a“people-first philosophy: leading by example, coaching rather thancommanding, ensuring each team member identifies and then meets individualpersonal growth objectives.

  • Work withleadership team to forecast future skills needs to acquire and develop an cyberrange workforce with the appropriate mix of business knowledge, technicalskills, and competencies. Works toward a balance between growing theagility required to achieve digital business objectives and ensuring thecore IT functions are reliable, stable, and efficient.

  • Assistin the identification, acquisition, and development of key technicalleadership and staff members across ManTech cyber range programs.
