ManTech Systems Analyst in Patuxent River, Maryland

We are seeking an experienced Program/Project Systems Analyst for a robust, rowing program in Lexington Park, MD/Patuxent Naval Airstation.

Overview & Responsibilities:

Assist the program Office Support Agreement Manager (SAM), with daily functions such as: preparing, managing, reviewing, certifying and disseminating Navy and non-Navy support agreements for both incoming and outgoing funds. Establish uniform and consistent procedures for developing and managing support agreements. Develop and update SOP's as required.

  • Initiate and coordinate drafts, edits and NAWCAD reviews of Navy and non-Navy support agreements. Ensure all requirements for successful project conclusion have complete and accurate documentation prior to approval. Collaborate and coordinate with the Naval Air Systems Command (NAVAIR) and the Naval Air Warfare Center Aircraft Division (NAWCAD) technical and financial communities to instruct and assist with the program workload acceptance process.

  • Work with Technical Points of Contact (TPOCs) or other relevant POCs making necessary revisions to SOWs, Navy and/or non-Navy support agreements and other documentation to accurately reflect the work stipulated in an agreement. Interact daily with AW leadership team in identifying and resolving potential risk or other legal or fiscal policy issues with performing the work covered under a given support agreement. Successfully negotiate and facilitate discussions to resolve dispute impasses prior to agreement signature. Engage the supporting activity subject matter experts for additional guidance when necessary.

  • Manage, maintain and evaluate the AIRWorks database SharePoint application for content management and document sharing, ensuring all non-Navy projects are appropriately captured, triaged, updated and warehoused as needed. Track and maintain central filing for all support agreements posting signed copies of final support agreements and terminations to the applicable repositories. Ensure that AIRWorks processes, tools and reporting capabilities are effective & up-to-date.

  • Collect and analyze metrics from the database, funding / TAF processing, and support agreements to submit to Commander, NAWCAD for oversight, and the AIRWorks Director for AIRWorks process improvements, lessons learned and best practices.


Requires Bachelor s degree (in Business Administration) or equivalent, and two to four years of related (project support or management) experience.
