We are currently seeking an experienced Program Manager for our operations in San Diego, CA.
Serve as Program Manager for a training contracts related to SPAWAR fielded Navy systems.
Guides the technical activities with supervisory and developmental responsibilities within a functional area.
Manages the project schedule and delivery milestones for tasking in support of technical training products.
Manages one or more projects or programs, supports management an operating office and supervises professional and technical personnel performing in their customary disciplines.
Maintains aggressive efforts to achieve objectives.
Acts as a technical liaison with vendors.
Trains and supervises personnel.
Assists in proposal process and coordinates with Pricing Department when required.
Responsible for all phases of the assigned program budgets.
Develops Quality Assurance Programs for all products and services.
Prepare Staffing Plans, including skill and labor mix, to support contract operations.
May be responsible for recruiting, interviewing, and hiring staff Assign Staff and provide technical direction as necessary to complete task.
Monitors contract, subcontract, and funding; prepare forecasts of program financial performance.
Develops and deliver required contract, departmental, project and/or financial reports.
Interacts readily with the technical staff and vendors both within and outside the company.
Mandatory Skills and experience:
Ten years of program management experience, six years directly related to general management, and four years of recent program management experience (within the last eight years) should be directly related to training systems research, development, production/acquisition and utilization of paper based, computer aided instruction and interactive courseware development methodologies.
PMP or DAWIA PM Lvl III certified
5 years of training analysis, curriculum experience
MS Project experience required
Bachelor s degree. Desired: Master s in same.
Experience working with DoD and Government contracts.
Preferred Skills and Experience:
US Navy, SPAWAR experience preferred
Engineering understanding of networks and familiarity with VMWare virtualized environments.
Design and develop performance management training curriculum using ADDIE methodology
Create and modify training aids, including guides, read-aheads, and presentations
Developed and implemented Instructor Led Training
Designed and developed documentation and materials for user community
Worked directly with Subject Matter Experts to determine training needs
Supervised and mentored junior trainers
Reviewed training materials presented to the customer for final approval
Designed and developed training materials (CBTs with Captivate, user guides, brochures, desktop references) for government employees
Familiarity with SPAWAR-supported training, including the Naval Education and Training Command (NETC), Center for Information Warfare Training (CIWT), and US Cyber Command
Familiarity with Navy Training System Plan (NTSP) development/update processes and tools

12-15 years w/Bachelors Degree, 09-12 years w/Masters Degree
